Railway engineer. Born in Portobello (Edinburgh), the son of a railwayman. Bell worked on the Berwick-upon-Tweed - Edinburgh - Glasgow railway routes. He is remembered for building the line to link to the new Forth Bridge and the Haymarket Tunnel in Edinburgh and the tunnel under the Mound. He rose to become Engineer-in-Chief of the North British Railway. He died at his home in the Grange in Edinburgh.
