Politician. Born in Glasgow, the son of Lord Provost Sir James Campbell (1790 - 1876), Campbell was educated at the High School of Glasgow and the University of Glasgow before becoming a partner in the family retail firm of J. & W. Campbell. He maintained his connection with the University, appointed convener of the committee in responsible for raising of funds for the new building at Gilmorehill in 1865, and served as a member of the University Court until 1884. He was elected Member of Parliament for Glasgow and Aberdeen Universities (1880 - 1906) but, as a Conservative, opposed the policies of his Liberal younger brother, Sir Henry Campbell-Bannerman (1836 - 1908).
He inherited his father's estate at Stracathro in 1876 and this is where he died.
